MP4 with H.264 video is the most widely supported combination. Windows apps, Android phones, social platforms, and video editors that reject MOV or WebM files will usually accept the MP4 version.
There is no fixed limit, but the browser keeps the video in memory while it works. Desktop browsers handle much larger files than phones; if a conversion fails, try a shorter clip or close other tabs.
Re-encoding to H.264 is lossy, but the default settings aim for a result that looks the same at normal viewing size. Tools that only change the container can copy the streams without re-encoding.
