No. Merging, splitting, rotating, and reordering copy the existing pages as they are. Compression is the exception: it renders each page as a JPEG image, which shrinks scans but turns selectable text into part of the picture.
PDF to text extracts text that is already stored in the document. For scans that only contain images, use the searchable OCR tool, which recognises the text and adds a searchable layer.
